Framingham City Council Seeking Members for Worker Protection Advisory Committee
FRAMINGHAM –The City of Framingham is seeking qualified applicants to serve on its Worker Protection Advisory Committee. Interested residents and representatives of designated organizations are encouraged to apply by (UPDATED) deadline extended to July 12, 2025 at 11:59 p.m.
The Worker Protection Advisory Committee was established by the City Council through a Wage Theft Ordinance approved in 2021 and further refined by City Council Order 2024-023-002.
The Committee plays a critical role in protecting workers in Framingham by reviewing complaints and advising the City Council on the enforcement and effectiveness of wage protection laws.
The Committee will meet at least once monthly and will:
- Review wage theft and labor-related complaints.
- Provide guidance, education, and referrals to affected workers.
- Advise the City Council on the implementation of the ordinance.
- Report annually on complaints received, outcomes, and relevant legal actions.
- Communicate regularly with state and federal labor enforcement agencies.
Responsibilities of Officers
The Committee will elect a Chair, Vice-Chair, and Clerk from its membership:
- The Chair will preside over meetings.
- The Clerk will receive and coordinate responses to complaints, and ensure proper communication with relevant agencies, including the Attorney General’s Office.
Complaint Handling
All City departments are required to forward wage theft or labor complaints to the Committee. The Committee, in turn, will notify:
- Chief Procurement Officer
- Licensing Commission
- Framingham City Council
- Massachusetts Committee on the Underground Economy (CUE)
- Massachusetts Attorney General’s Office
If the complaint involves work performed at a site receiving tax relief (e.g., TIF or HDIP agreements), the Economic Assistance Coordinating Council (EACC) will also be notified.
Annual Communication with State Officials
A representative from the Committee will meet annually with the Massachusetts Attorney General’s Office and the Secretary of Labor and Workforce Development to improve coordination and response to wage theft in the city.
Committee Composition and Terms
The Committee will include seven members appointed by the City Council, with staggered initial terms of 1, 2, or 3 years. Thereafter, all terms will be for 3 years.
Committee Membership Includes Representatives from:
- Framingham Business Association (term ending 2026)
- MetroWest Chamber of Commerce (2027)
- Central Massachusetts AFL-CIO (2028)
- New England Council of Carpenters (2028)
- Framingham Newton Traders (2027)
- MetroWest Worker Center (2026)
- At-Large seat (2027)
