Deadline For City of Framingham Community Development Block Grant Application is December 9


 

FRAMINGHAM - The City of Framingham’s Community Development Program is now accepting proposals from local nonprofit organizations and City departments for the Community Development Block Grant (CDBG) Program. The funding cycle covers projects beginning on July 1, 2025, and ending on June 30, 2026.

The CDBG Program, funded by the United States Department of Housing and Urban Development (HUD), aims to support programs and services that primarily benefit low- and moderate-income residents. 

In Fiscal Year 2025 (FY25), Framingham received $495,542 in CDBG funding, with allocations divided across public services, housing rehabilitation, economic development, and administrative costs. The final funding amount for FY26 will be announced after the federal budget is approved.

 “CDBG funding is critical to fostering equity and opportunity in Framingham,” said Nathan Doyen-Charon, Community Development Coordinator. “These grants empower local organizations and City departments to provide essential services and invest in projects that make a tangible difference in the lives of our most vulnerable residents.”

 

In FY25, funds were distributed as follows:

 

  • Administration: $99,100 (20% of the total allocation)
  • Public Services (Nonprofits): $74,300 (up to 15% of the total allocation)
  • Housing Rehab, Code Enforcement, Economic Development, Public Facilities: $322,142 (allocated at the discretion of the Community Development Committee and the Mayor)

“The work funded by CDBG extends far beyond dollars and cents—it impacts real lives and creates meaningful change,” added Doyen-Charon. “We encourage all eligible organizations to submit their applications and join us in strengthening the fabric of our community.”

 

Eligibility and Evaluation Criteria

Applications must meet federal eligibility standards and demonstrate:

  • A clear benefit to low- and moderate-income individuals, with measurable and reportable outcomes.
  • Defined project goals and a demonstrated need for the proposed activity.
  • Uniqueness, ensuring the project complements and does not duplicate existing services.
  • Applicants’ experience and capability to deliver the proposed activities effectively.
  • Documentation of community support for the project.
  • Availability of matching funds to support the activity.

 

Eligible proposals will be forwarded to the Community Development Committee for review and funding recommendations. Final approval will be made by the Mayor and City Council.

Organizations interested in applying must submit a completed application by Monday, December 9, 2024, at 11:59 p.m. 

Applicants are encouraged to contact the Community Development office at 508-532-5457 the week before the deadline with any questions about the application process.
