Framingham Mayor Appoints 2 Individuals to the Strategic Initiatives and Financial Oversight Committee
FRAMINGHAM - City of Framingham Mayor Charlie Sisitsky has appointed two individuals to the 9-member Strategic Initiative & Financial Oversight Committee (SIFOC).
Mayor Sisitsky appointed former Town of Andover Finance Committee member Ken Russo to the finance seat. His term is through June 30, 2027
Mayor Sisitsky appointed Charlie Kiefer, who has five decades of experience managing small businesses, to the at-large seat. His term is through June 30, 2026.
Both individuals have been sworn in by the City Clerk’s office and will attend their first meeting tonight, April 29.
Created by the City Charter in 2018, the SIFOC is comprised of three individuals appointed by the Mayor, 3 individuals appointed by the City Council, and 3 individuals appointed by the School Committee.
Per the Charter “there shall be a strategic initiatives and financial oversight committee (SIFOC) to advise the mayor, council, and school committee on the status of Framingham’s long-range strategic plan in accordance with Article III, section 11(b), the state of the municipal economy, sufficiency of municipal revenues, and other financial matters that may from time to time be referred to it by the mayor, council or school committee.”
The Mayor appoints the chair. Mary Kate Feeney, a City Council appointee, is the current chair.
A new resident to the City of Framingham, Russo has experience from State Street Bank, Eaton Vance Management, Putnam Investments, Bose Corporation, and Arthur Andersen & Company. He has an MBA and is a certified public accountant. He currently works for State Street Corporation as a Vice President.
Mr. Kiefer has a “strong educational background in business finance and strategy. He has helped dozens of CEOs and executives in Fortune 500 firms craft strategies for their businesses.”
With these two appointments, the 9-member SIFOC has no openings.
There are a trio of seats that are set to expire as of June 30, 2024.
