Planning & Community Development

The Division promotes the City's economic development and enhances the quality of life for Framingham residents.

To advance these objectives, the division undertakes a variety of planning, economic, and community development projects in support of the city's master plan. These projects guide the decision-making and actions requested by the Mayor, City Council, and other departments. Ultimately, the division's work:

• Improves residential neighborhoods
• Supports our existing businesses
• Encourages appropriate economic development
• Promotes Framingham as a desirable place to live, shop, work, and invest

The division staff works closely with other city divisions and stakeholders to ensure comprehensive community and economic development approaches. The division pursues and administers federal and state grants to advance city objectives. 

The division is also responsible for the Community Development staff, which manages the Federal (HUD) CDBG and HOME funds.  

The Division provides support to the following boards, commissions, and committees:

• Agricultural Advisory Committee
• Bicycle, Pedestrian & Trails Committee
• Community Development Committee 
• Conservation Commission
• Economic Development 
• Fair Housing Committee 
• Historical Commission
• Historic District Commission
• Planning Board 
• Zoning Board of Appeals

Key Responsibilities include:

• Economic Development includes business relations support, networking, and economic development projects. 
• Land Use, Open Space, Transportation, Historic Preservation, Housing, Economic Development, and Long Range Planning
• Community Development, including federal Community Development Block Grant (CDBG) and HOME program management
• Brownfields Assessment Programs
• Grant writing
