Mayor Sisitsky Appoints Jennifer Pratt Framingham Chief Financial Officer


FRAMINGHAM – On Friday, August 16, City of Framingham Mayor Charlie Sisitsky named interim Chief Financial Officer (CFO) Jennifer Pratt, as the City’s new CFO.

Pratt has been with the City of Framingham for more than two decades. 

She has served as the assistant CFO since April 2006 and served as the interim CFO since January 2024. This was her second time serving as interim CFO.

“I have the utmost confidence in Ms. Pratt. She has worked for the municipality for 22 years,” said Mayor Sisitsky. “Ms. Pratt is very capable to oversee the financial functions of the City, including developing and implementing the operating and current expense budgets. I know she will deliver outcomes that will have a meaningful impact on the municipal finances, while remaining accountable to our taxpayers."

I will be driven by the same commitment I have had to the City for more than two decades,” said CFO Pratt. “The Finance Division plays a pivotal role in supporting the entire city, with a team of highly skilled individuals. It's a privilege to lead such a dedicated and talented team.

In her role as CFO, Pratt will direct and manage all activities including highly complex technical activities of the Administration and Finance Division composed of Accounting, Assessing, Purchasing, Technology Services, Government Channel/Media Services, and Treasurer/Collector.

Pratt is a certified Massachusetts Public Purchasing Officer since 2013. She holds a Municipal Financial Management Certificate and a Local Government Leadership and Management Certificate from Suffolk University’s Moakley Center for Public Management.

She is a member of the New England States Government Finance Officers Association and the Massachusetts Association of Public Purchasing Officials, and the Massachusetts Municipal Accountants & Auditors.

The CFO directs all of the administration and financial planning and accounting practices for the City of Framingham. This role formulates all financial policies, plans, and procedures for the City to ensure accuracy, accountability, and efficiency of all municipal and departmental finances. This role ensures quality standards and is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.

The CFO serves coterminous with the Mayor. The appointment does not need legislative (City Council) approval.
