Mayor Advertising for Volunteers for the Framingham Economic Development Corporation

FRAMINGHAM – The City of Framingham is advertising for seven individuals to serve on the Framingham Economic Development Corporation (EDC).

The Corporation was created via a special act of the Massachusetts legislature.

The Framingham Economic Development Corporation is the City of Framingham's state-chartered economic development entity, and replaces the Framingham Economic Development & Industrial Corporation (EDIC).

The new Corporation serves as a public-private partnership dedicated to strategic planning and fostering economic development, and shall promote the economic revitalization of the City of Framingham.

The Corporation has the power to:

  • Determine what areas within its jurisdiction constitute underutilized, underperforming, substandard, or open blighted areas
  • Manage or lease any development project, whether owned or leased by the Corporation
  • Prepare urban renewal plans, master plans, and community development programs mandated by state or federal law.
  • Apply for housing or economic assistance grants from the Commonwealth or federal government
  • Engage in urban renewal or community development projects
  • Employ engineers, managers, consultants, and other employees as necessary and to fix their compensation
  • Finance community development projects, including functioning as a conduit or broker for private capital 
  • Acquire, demolish, construct, reconstruct, alter, maintain, sell, convey, transfer, mortgage or pledge or otherwise dispose of commercial, industrial, residential, or business establishment or other property as the objects and purposes of the Corporation may require
  • Receive stocks, bonds, donations, and gifts and to otherwise raise money for projects.

Per the legislation that created the EDC, “at least one member shall be experienced in financial matters, one experienced in real estate, one experienced in municipal government, two members shall be experienced in industrial development, and two members shall be appointed from the community at large.”

“Unless otherwise appointed by the Mayor and approved by the Council, all members of the Corporation shall reside or be employed in Framingham.”

The Mayor will nominate all seven individuals, and then the City's legislative branch will have a 30-day window to either approve or reject them.

Of the initially appointed members to the EDC, two individuals will serve a one-year term commencing on July 1, 2024, while two others will serve two-year terms from the same date. Additionally, three members will be appointed for three-year terms starting on July 1, 2024. Upon expiration of each term, the individual can be re-appointed for a 3-year term, or their successor can be appointed for a 3-year term.
