Public Invited To Provide Feedback on Proposed New Framingham Traffic & Parking Regulations

 

 

FRAMINGHAM – The Framingham parking & traffic regulations have not been revised since December of 1988. 

 

On Tuesday, January 9, the Framingham Traffic Commission will hold a public hearing to elicit feedback on a proposal to revise the City’s regulations.

 

One of the major proposed changes by the Framingham Traffic Commission is a prohibition of all commercial vehicle parking overnight in the City of Framingham.

 

The proposed regulation states “no driver shall park or stand any commercial vehicle or trailer or semi-trailer (vehicles displaying a government-issued commercial license plate) between the hours of 11 p.m. of one day and 6 am. of the following day, Monday through Saturday or any time on Sunday.”

 

“The prohibition shall NOT apply during overnight or Sunday hours in the actual service or performance of work (plumbing, heating, gas and electrical utility), work being performed by City vehicles engaged in emergency work (public works) or in the case of a public emergency where emergency is active (police, fire, ambulance).”

 

The Traffic Commission is also proposing increasing the cost of a resident parking sticker from $20 to $25 per vehicle. Stickers are for calendar years and applicants must show proof of residency in the City of Framingham.

 

The new traffic regulations are 72 pages, plus schedules.

The Traffic Commission’s intent with the proposed regulations was to reconcile traffic signage and pavement markings that currently exist throughout the city, and incorporate relevant transportation restrictions from other city documents, emergency weather parking, the City’s odd-even parking rule, and street sweeping prohibitions.

 

The proposed regulations continue the City’s policy of parking on the even side of a road on even- numbered calendar years, and the odd side on odd-numbered calendar years.

 

The proposed traffic & parking regulations allow for citizen petitions for installation, removal or alteration of intersectional controls/regulations, including change in speed limits, stop signs, crosswalks, etc. Petitions require a minimum of 10 signatures by residents. 

 

Requests would first go before the Traffic Commission and if approved by that Commission go to the City’s legislative branch of government – City Council for a vote, and then to the Mayor for approval.

 

The proposed traffic & parking regulations also set a fee structure for violations ranging from $25 to $300.

 

The proposed regulations remind residents that it is prohibited to throw snow or ice in the area of the roadway, used by moving traffic. And no “person shall pile snow or ice in any roadway or any sidewalk near an intersection so as to obstruct the vision above a height of 4 feet within 20 feet of the intersection.”

 

The public hearing will be held on Tuesday, January 9 at 7 p.m. at the Memorial Building in the Ablondi room.

The proposed regulations would be applicable only to the public right of way and not publicly-owned off-street areas, including municipal parking lots.
