Framingham Fire Department Announces Promotions of Captain Guilherme Barroso, Lieutenant Michael Burnes, & Lieutenant James Foster


FRAMINGHAM - The Framingham Fire Department is proud to announce the promotions of three outstanding members: Guilherme Barroso to the rank of Captain, and Michael Burnes and James Foster to the rank of Lieutenant. 

These promotions recognize the dedication, leadership, and service each of these individuals has brought to the department and to the Framingham community.

The three were administered the oath of office in Historic Nevins Hall yesterday, July 17, by Assistant City Clerk Emily Butler. The ceremony was attended by elected officials, City officials, family, friends, and members of the Fire Department.

Captain Guilherme Barroso joined the Framingham Fire Department in 2013 and has consistently demonstrated professionalism, leadership, and a deep commitment to service. A U.S. Marine Corps veteran, Captain Barroso holds certifications in Firefighter I/II and Emergency Medical Technician. He was promoted to Lieutenant in 2020 and has served as a trusted leader within the department. He earned his bachelor’s degree from Fitchburg State University and a master’s degree in Public Administration from Anna Maria College. A graduate of Keefe Technical High School, Captain Barroso lives in Framingham with his wife Jennifer and their two sons, Liam and Jonathan.

Lieutenant Michael Burnes has served the Framingham Fire Department for 17 years, beginning his career in 2008. A U.S. Army National Guard veteran with multiple deployments, Lieutenant Burnes brings a strong background in discipline, service, and emergency response. He is a graduate of the Massachusetts Firefighting Academy’s Career Recruit Program and continues to pursue education in leadership and emergency management. Lieutenant Burnes will be pinned by his wife, Alinne, and stepdaughter, Bella.

Lieutenant James Foster was appointed to the department in 2017 and has quickly established himself as a dedicated and skilled firefighter. A U.S. Army National Guard veteran and graduate of Keefe Technical High School, Lieutenant Foster is also an active member of the District 14 Dive Team. He holds certifications in Firefighter I/II and EMT and is widely respected for his professionalism and commitment to training and safety. He will be pinned by his wife, Kelsey, and their children, Olivia and James.

“These three individuals embody the very best of the fire service,” said Framingham Fire Chief Michael Dutcher. “Captain Barroso, Lieutenant Burnes, and Lieutenant Foster have each shown unwavering commitment to the department, their fellow firefighters, and the community. Their promotions are a reflection of their hard work, leadership, and continued dedication to protecting the people of Framingham.”

The Framingham Fire Department congratulates all three on their well-earned promotions and looks forward to their continued leadership in their new roles.
