Establishment of the Framingham Asian, Black, Brazilian, Hispanic, & Latino (ABBHL) Business Advisory Council


WHEREAS: The Asian, Black, Brazilian, Hispanic, & Latino community owns businesses in the City of Framingham and contributes to the economic vitality of the community.


WHEREAS: The Mayor wants to provide these business owners with the opportunity to discuss ideas and issues with his administration.


WHEREAS: The ABBHL Business Advisory Council will work cooperatively with other business organizations in the City of Framingham, including the MetroWest Chamber of Commerce, the Framingham Business Association, and Downtown Framingham Inc, among other groups.


WHEREAS: The ABBHL Business Advisory Council will work to make doing business in the City of Framingham more accessible to all, especially linguistic access.


THEREFORE: I, Charlie J. Sisitsky, Mayor of the City of Framingham, pursuant to the authority vested in me as the chief executive officer of the City of Framingham, by the Framingham Charter, hereby orders:


Article 1: Creation of the Framingham Asian, Black, Brazilian, Hispanic, & Latino (ABBHL) Business Advisory Council

Article 2: Mission of the ABBHL Business Advisory Council

The Asian, Black, Brazilian, Hispanic, & Latino (ABBHL) Business Advisory Council shall advise the Mayor of Framingham on issues relating to the economic prosperity and well-being of the Asian, Black, Brazilian, Hispanic, & Latino community in the City. 

The ABBHL Business Advisory Council will support and promote efforts to foster economic strategies to engage with the local business community within the City of Framingham. 

The ABBHL Business Advisory Council will act as a voice for its business community in creating and sustaining inclusive business, finance and government regulations and pathways, including city business opportunities for ABBHL-owned businesses.


Article 3: Goals of the ABBHL Business Advisory Council

  • Building a community of stakeholders of Asian, Black, Brazilian, Hispanic & Latino (ABBHL) entrepreneurs and small business owners to provide equitable access to business resources
  • Identify ways to make doing business in the City of Framingham easier for Asian, Black, Brazilian, Hispanic & Latino businesses
  • Retention of Asian, Black, Brazilian, Hispanic, & Latino businesses in the City of Framingham
  • Educate ABBHL entrepreneurs of existing City programs to help them grow and sustain their businesses, including helping businesses navigate government regulatory processes, including procurement.
  • Recruit Asian, Black, Brazilian, Hispanic, & Latino businesses to the City of Framingham
  • Act as a liaison to the Asian, Black, Brazilian, Hispanic & Latino business community
  • Suggest cultural and business collaborations with the City of Framingham

 

Article 4: Membership & Rules of the ABBHL Business Advisory Council

 

* The Council must have a minimum of 7 members but can expand to a maximum of 13 members. 

* All members are appointed by the Mayor, without compensation.

* Members must own or manage an ABBHL business in the City of Framingham

* Of the first 7 members – at least one member must represent each of the following – Asian, Black, Brazilian, Hispanic or Latino business owner/operator.

* Members can serve for a 1-year, 2-year, or 3-year terms.

 

The Council at its first meeting will elect a chair, vice chair, and a recording secretary/clerk.

 

The Council will adhere to the Open Meeting Law. Meetings must be posted with the City Clerk 48 hours in advance. Minutes must be taken and once approved submitted to the City Clerk's office for posting. Meetings must be in a publicly accessible location.

 

The Chair, as needed, may establish subcommittees comprised of members of the Advisory Council and non-members drawn from various groups and organizations committed to issues that are important to the Asian, Black, Brazilian, Hispanic, & Latino communities or who possess expertise necessary to accomplish the purposes of this Executive Order. 

 

All subcommittees shall be chaired by a member of the Advisory Council. Subcommittees are subject to the Open meeting law, and should post agendas 48 hours in advance and at a meeting location accessible to the public. Minutes should be taken and posted with the City Clerk's office.

 

Article 5: Goals and Tasks of the ABBHL Business Advisory Council

 

Framingham Asian, Black, Brazilian, Hispanic, & Latino (ABBHL) Business Advisory Council shall meet a minimum of once a month. The members appointed to the Council can decide which date best suits the Council. 

 

After 6 months, the Framingham Asian, Black, Brazilian, Hispanic, & Latino (ABBHL) Business Advisory Council shall produce at least 3 goals to accomplish to support the Asian, Black, Brazilian, Hispanic, & Latino business community in the City of Framingham.

 

The Framingham Asian, Black, Brazilian, Hispanic, & Latino (ABBHL) Business Advisory Council shall file a report to the Mayor and the Planning & Economic Development Director annually by February 15th, with its accomplishments and its short & long term goals, as well as recommendations for the Mayor.
