CHARTER & CODE OF THE CITY OF FRAMINGHAM (eCode360)

eCode360 is a dedicated online platform created specifically to house Framingham's Home Rule Charter, codified laws and municipal documents. eCode360 provides municipal staff and citizens with unparalleled flexibility to quickly access and search the City Code on a variety of desktop and mobile devices.  The eCode360 app is available on smart phone through the App Store. 

The recording of local law is an aspect of community history; as the community develops and changes, review and revision of old laws and consideration of new laws, in the light of current trends, must keep pace. The orderly collection of these records is an important step in this ever-changing process. Legislation must be available and logically arranged for convenient use and must be kept up to date. 

The various chapters of the Code contain all currently effective legislation of a general and permanent nature, including revisions or amendments.  The Disposition Table contains a listing of legislation and its placement in the Code or the reason for its exclusion and indicates the most recent legislation reviewed for inclusion in the Code.  The Appendix is reserved for certain forms of local legislation that are not general and permanent in nature but are of significance to the community or conduct of government. 

Unassigned chapter numbers do not appear in the Table of Contents but are available for assignment to new subject matter in a way that maintains the Code structure. 

A numbering system is applied to all sections.  The first number indicates the chapter number, and the second number indicates the location of the section within that chapter. 

Histories indicate the specific legislative source from which the content was derived, including the enactment number, if pertinent, and the date of adoption. Legislative histories may be found at the chapter, article, section and/or subsection level, as appropriate. 

Code of the City of Framingham

The Code of the City of Framingham is divided into five major parts. 

  1. Part I:  Administrative Ordinances. Contains all ordinances of an administrative nature, namely, those dealing with the administration of government, those establishing or regulating municipal departments, and those affecting officers and employees of the municipal government and its departments.
  2. Part II:  Regulatory Ordinances.  Contains all ordinances of a regulatory nature. Ordinances in this part generally impose penalties for violation of their provisions, whereas those in Part I do not.
  3. Part III:  Board of Health Regulations.
  4. Part IV:  Planning Board Regulations.
  5. Part V:  Miscellaneous Regulations.
