350 Irving Street
350 Irving Street is the site of the former Manufactured Gas Plant (MGP) that converted coal to gas that was used for heating, cooking and lighting in Framingham. In the 1800s and early 1900s, MGPs were common with most cities having at least one facility prior to the widespread availability of nature gas. This facility operated from 1889 to 1967 and attempts to redevelop the site started in the early 1980s. In 1987, RTN 3-0589 was assigned to the site due to the presence of MGP wastes such as coal tar. Following several changes in ownership and attempts to assess and cleanup, the current owner of the property, Eversource, has made significant progress in the effort to achieve a permanent solution for the contamination. Recent progress includes:
- An Administrative Consent Order (ACO) issued in 2018 to establish deadlines for remaining Site remediation activities.
- In 2020, due to the considerable additional assessment work needed, revised deadlines were negotiated in an Amended ACO.
- 2021 completion of a Phase II - Comprehensive Site Assessment Addendum
- 2021 completion of a Revised Phase III - Identification, Evaluation and Selection of Comprehensive Remedial Action Alternatives
- 2022 completion of a Revised Phase IV - Remedy Implementation Plan
- Following delays in the permitting and approval process, another revised ACO with new deadlines for completing the clean-up of the Site will need to be negotiated with the MassDEP before onsite remediation activities can begin.
