Is there a policy to seek relief on a high bill due to a leak on my property?

There is an abatement policy set for major water leaks that result in a volume of water that exceeds twice the normal average for the preceding three years, a resident may submit an abatement application with necessary documentation for determination of eligibility. If the high bill is due to filling a pool, the reasons must be because it is a brand new pool being filled for the first time, or a repair to the pool.
